The public school options for parents of New York’s youngest learners has been a hot topic recently, with the addition of programming for children as young as two. The city’s 2-K program launched its first application round this spring and will expand in the coming admissions season. Whether you have a toddler and are considering applying to the new 2-K program, or are the parent of a three, four, or five-year-old, navigating the largest public school system in the country for the first time can feel extremely daunting!
We are here to help with guidance on the key programs and steps to apply to public school in each of the early childhood age groups. Keep in mind that the age cut-offs in the public school system are different from most independent schools. Eligibility is based on the calendar year. So, for example, any child born during 2022 will be able to begin public kindergarten in the fall of 2027.
If you have an older student, we have you covered as well! Please refer to our guide on getting organized for public middle and high school admissions.
New York’s new 2-K Program
The 2-K program, which began as a pilot public school program this year, will extend to all five boroughs in the 2027 school year. While not all districts will incorporate 2-K options, there will be significant expansion, offering up to 12,000 children access to free 2’s programming. This is up from 2,000 spaces for 2’s in the current pilot. The most significant expansion will be in the Bronx and Staten Island, but there will be additional seats in Manhattan, Brooklyn, and Queens as well.
All children born in the 2025 calendar year will be eligible to apply for a fall 2027 2-K placement. The 2-K application deadlines have not yet been announced. So we encourage families who may be considering applying to sign up for email alerts from the DOE.
Applying to 3-K and Pre-K
Free public school is available to 3-year-olds in many of the city’s 31 school districts and pre-kindergarten is guaranteed to all 4-year-olds in the city.
It is important to be aware that early education classrooms are not always housed in traditional public school buildings. They may be in a home setting, a nursery school, community childcare center or a dedicated pre-k center run by the DOE, or within a public school.
Regardless of where the classrooms are, parents apply on the same platform: myschools.nyc. Before applying, you will set up an account and be assigned a student number. The website also serves as a directory of public schools and programs. Additionally, New York City recently launched a Child Care Map, where parents can view programs by location, age group, or type of setting.
For 3-K and Pre-K, applications will open in January:
Applications Open: Wednesday, January 13, 2027
Applications Close: Friday, February 26, 2027
Pre-K Offers Released: Tuesday, May 11, 2027
3-K Offers Released: Tuesday, May 18, 2027
We recommend using the late fall and early winter to tour 3-k and pre-k programs. For all grade levels, you may apply to an unlimited number of schools but you will only be accepted by one. You will be waitlisted at all other schools you listed above the one that you were matched with.
Important Note: Although many children stay in the same program for 3-k, pre-k and sometimes kindergarten, families must submit a new application each year.
Applying to Kindergarten
In all but three of the city’s school districts, students have a zoned elementary school based on their address. Unless admission has been capped for overcrowding by the DOE — which rarely happens — children are generally guaranteed entry into their zoned school. Most children do attend their zoned school although there are exceptions.
It’s a good idea to explore not only your zoned school, but others in your district or borough. Most unzoned schools are open to all students in the district; a few are open to the entire borough or even citywide. Use the fall and early winter to tour schools of interest.
InsideSchools is a good resource to use in conjunction with MySchools to explore your options, including unzoned, dual language and gifted and talented programs, which begin in kindergarten.
For kindergarten, applications will open in December:
Application Opens: Wednesday, December 9, 2026
Application Closes: Friday, January 22, 2027
Offers Released: Tuesday, March 30, 2027
